==Executive Order 07-S002 - Creation of Player Council to Support Operations inside of Bravo Fleet==

To help increase communication and productivity at the fleet level Bravo Fleet is creating a series of councils in each Task Force to help keep player interests in mind.

===Task Force Player Council===

Each task force is '''requested''' and '''required''' to form a council of players separate from any CO and XO groups that currently exist. This Council must be formed within 30 days of the creation date of the this Executive Order. Failure to form such a Council within the allotted time will result in a one grade rank demotion on day 31 of any TFCO who refuses to follow this order.

This council will be made up entirely of '''non-CO players elected by majority vote by the players of each simm'''. Each member MAY NOT have any ACTIVE CO characters in any part of Bravo Fleet Core. Each simm may send up to THREE non-CO characters. If a simm can not put forth three non-CO characters then they may discuss with their TFCO possible alternatives. Deviation from this policy will be considered by the council itself with guidance from the TFCO on a case by case basis. Simm Executive Officers will also be eligible for membership on this council with the same restrictions, NO ACTIVE CO characters anywhere within the BF Core Fleet.

Once assembled, each TF council will elect a Chairperson, and a Vice-Chairperson. The Chairperson will call meetings to order, establish meeting outlines, run meetings, and call for votes. In the event the Chair is not available, the Vice-Chair will act in their stead.

The TFXO will also sit on the Council as a '''NON-VOTING OBSERVER'''. The Observer will have '''NO POWER''' over the council, and are only allowed to comment on any discussions. If the TFXO is unavailable or otherwise unfit to sit on this Council, the TF2XO will sit in on the Council as the Observer. If the TF2XO is also unavailable, then the TFCO may chose from the senior staff of their TF (TGCO, their self, or another staff person of their TF) to sit in as the NON-VOTING OBSERVER.

Each member of the Player Council will serve on this council for a term of 12 months, or until the next general election (July 1st of every year), whichever comes first, or until a player resigns. Representatives may serve consecutive terms on the council, provided that they win the election on their simm in each election.

===Fleet Player Council===

Once the TF Player Councils have been assembled, each TF Player council will elect three representatives to the fleet level player council. All three representatives must come from three different simulations within the TF, and again should not have any active CO characters at the time of their election. Each player will serve on this council for a term of 12 months or until the next general election (July 1 of every year), whichever comes first, or until the players resignation. Representatives may serve consecutive terms on the council, provided that they win the election of their TF's Council.

The Fleet Player Council is tasked with bringing forth critical issues to the BFA for ratification. Once a motion is declared and passed the BFA will then ratify or denounce the motion. In the event of a denouncement the Player Council is entitled to a full and detailed explanation of why the motion was not adopted. Following the explanation of why the motion was rejected, the Player council can attempt to overrule the BFA veto by attaining an 85% majority vote of the Fleet Player Council.

The BFXO will also sit on the Council as a '''NON-VOTING OBSERVER'''. The Observer will have '''NO POWER''' over the council, and are only allowed to comment on any discussions. If the BFXO is unavailable or otherwise unfit to sit on this Council, then a DivCO will sit in on the Council as the Observer. If both DivCOs are also unavailable, then the BFCO may chose from the senior staff of the Fleet (TFCO, their self, or another staff person of the BFA) to sit in as the NON-VOTING OBSERVER.

In the event of a TFCO replacement, the Fleet Admiral will nominate a new TFCO as per the Bravo Fleet Constitution, Article III, Section 7.4. This choice will be ratified by the BFA with a vote of two-thirds (2/3) in favor, as required by By-law 13, Section 1.2. The TF Player Council of the relevant Task Force will then have the opportunity to interview the TFCO-elect, who is required to answer any BF relevant questions posed by the Council of his pending Task Force. Within one week, the TF Player Council will take a vote for or against the TFCO-elect. An 80% majority by the Player Council can send the TFCO appointment back to the BFA for further discussion and review. If the appointment is sent back to the BFA, the Council MUST give a detailed description of the proceedings, their vote, and an explanation of why the TFCO-elect was rejected by them.

If the TFCO-elect is sent back for review, after reviewing the report from the Council, the BFA can either:

#Nominate some one else, starting the process over again;
#Re-vote on the appointment, with the Council's rejection counted as ONE vote in the re-vote. The results of the re-vote are final and will not impede the installation of the new TFCO.

In the event of a DivCO, BFXO or BFCO replacement, Article III, Section 7.4 and By-law 13, Section 1.2 will be in effect as normal, with no direct in-put from either a TF Player Council or the Fleet Player Council.

===Conduct of the Player Councils===

No member of either Council will be threatened with JAG proceedings due to their comments or opinions expressed in council sessions, provided that such are discussed in a professional manner. Flame wars, slander and outright attacks on some one's personal character is not acceptable behavior and it is the responsibility of the Chair of each Committee (or Vice-Chair acting in their stead) to send any breaches of this policy to JAG for review. JAG will follow the procedures of the UCMJ and are empowered to removed said council member from their TF committee. After any appeal process, the simm that the removed councillor is from will elect a new person to represent them for the remainder of the term.

If the unprofessional member of the Council is the TF Observer, then the Chair (or Vice-Chair) will request that a new Observer be assigned, which should be done by the TFCO within 7 days of the request by the Chair.

This Executive Order will expire on June 6th, 2007, unless rescinded by the BFCO, or acted upon by the BFA. '''It CANNOT be rescinded for 75 days from its creation by this order, to give it time to be truly reviewed and evaluated by the BFA.'''

Hello all.

Effective today, Nov 22, 2006, Avalon-Mannheim TRF&FY has a new home in TF21.

It has been an honour and a privilege to serve in TF58 for over 2 years, and everyone will be missed, but change can be good.

Where I work once a year (though to me it seems like more) we sell "pumpkins" which are pieces of paper with an artistic representation of a pumpkin (jack-o-latern) done by a kid at a St. Judes Hospital. These are put up around the store. The cost is minimal.. However, I got to thinking today, maybe it is a way to advertise.

Hear me out. How many of us scribble our name on that or write Happy Halloween, and think nothing more of it. What if instead we wrote, www.bravofleet.com it might bring us players. No we would not know the level of playing.... but it might give us a way to get our name out there.

Many places due these yearly drives... But maybe we can use these to get our name out there.

I actually did one at work today, I put on the message "The Best Star Trek SIM group. www.bravofleet.com" instead of scribbling my name.

it might or might not attract new players... but it gets our name out there....

New LiveJournal layout ^^ (hope you don't mind, azathar  )

and we're getting banners so the community can be advertized fleet-wide. My Graphics person is in the process of doing a couple of banners and a few LJ icons.

Did anyone who was watching the Academy Awards tonight notice someone missing for their tribute to the dead from last year? Like I dunno...JIMMY DOOHAN! Show me 3 people over age 5 that don't know what "Beam me up Scotty" means...even though technically that phrase was never said in TOS. I have more of a rant, but I won't put it here. Still am I alone in being more than just a little mad at this?
